You'll have to reach up from under the front bumper to the latch to push the release lever with a long skinny tool (or reach through the grill). If the cable broke inside the passenger compartment you might still be able to grab it with a pair of vice grips and pull on it, even if you have to strip the cable to get to the wire itself.
