Bypass ignition without accessing steering column?

Hey! So, had a 2001 subaru get stolen on Monday, and it turned up in Police
Impound Yesterday. Went by today to try and see if i could drive it off the lot.
The ignition is EFFED. Looks like they tried a screwdriver in the keyhole and
when that didn't work, they got angry and tore it out, found the lock cylinder
under the seat, in sorry condition. And the bracket in the column was really
bent. The female part of the switch is pretty stripped and precarious. Armed
with a screwdriver, I did my best to try and turn it, but it slips between second
position (KOEO) and third (KOER). The screwdriver didn't wasn't quite big
enough to get good grip, and the whole mechanism seems to be bent?

Since it's a police impound lot, you're not allowed to remove any panels or
take anything apart.

Wondering if anyone has advice on how best to get it running without having
to touch the guts.

I did disassemble the lock cylinder, and found a screwdriver that fits decently
in the keyhole, gonna go back tomorrow and see if using the male part
helps.

I did make sure to get it out of immobilization/anti-theft mode. Just seeing if
anyone has had a similar situation, and can give advice. Work smart, right?
