No start on my 93 ford explorer

I have been unable to start my car since it was
making a loud click when trying to start it. I
replaced the starter and the fender solenoid. The
battery is in great condition and has been tested as
well. All parts installed and i still just get a single
loud click when i try to start. I have full power to
everything except my dash board dials for some
reason.

Engine turns so i know its not seized. I checked the voltage on the wires to snd from the starter still not working
