Brake pedal seems to bounce back when almost to a complete stop

This could be a couple things. Your ABS, if equipped, could be activating itself because it thinks you're in a skid for some reason. A quick check to see if its that is to remove the ABS fuse and see if the issue goes away. If it does, you have an ABS issue. Its possible that you have a bad rotor, caliper, wheel bearing, etc. After doing the ABS trick, if the issue is still there, you need to inspect the front braking system. A Google search on how to inspect brakes will tell you everything you need to look for.
