My 99 will turn over but then dies right
away. The fuel pump will cycle so I know
it's working. Wear should I start problem

Call a parts store to rent a fuel pressure gauge. Test pressure. It should stay between about 50 to 60 lbs. Even after you shut off should stay there for more than a few minutes. Pressure regulator could be bad.

U show check engine light? Same store may have analyzer to rent, then to pull codes at home, than they tell you wat codes mean. I'd start there at least.

50 to 56 lbs on the fuel pressure causes a hard starting condition. Fuel pressure should be 56 to 63 lbs. And yes do the fuel bleed down test. If there is leaky injectors, spider lines, and regulator it is recommended to replace all as a unit.

Me & Rowefast r try in to diagnose my 96 Chevy right now wit this kinda thing as we speak. Its a lil different on mine but mine starts at 52 to 62 lbs. , but stays there and runs fine. Pressure after it shuts off should slowly go down, maybe 40 after an hour. Jus make sure u do some tests to try determine if spider injector system is really bad. Its an involved job.

I learned 2 more possibilities last night I should mention, but I would always check the fuel pressure first...I see were people have this same symptom and it ends up being the pass lock security that shuts down the injectors. I am not up on security systems and really don't want to be, but I could get some there to see if that is the problem. Just check to see if there is an injector pulse. The next that I did not realize is they say the oil pressure sending unit, or the temperature sending unit if bad can do this also. Kinda rare on the oil pressure sending unit, but the temp. sender you always want to know is good. The thing with theses is they may not show signs that there bad, but yet they can be.
