99 dodge neon no spark

Hey guys. Im working on a friend's 99 neon. Its
going to be a dirt track car. It has no spark. Cranks
over. Seems slow cranking, with a jumper vehicle
on it and a new battery. But anyway, i was
checking voltages and it seems i have 1 volt to the
cam sensor and 1 volt to the power distribution
box(plug coil pack). Any suggestions?
