Where are the fuses for the lighters on an 1998 Lexus e300 and what are the sizes of the fuses

The chargers cigarette lighters are not working. the lexus e300  1998 has 2 lighters . 1 on the dash and the other one under the driver's arm rest. I am trying to use the one under the arm rest and now it is not working. The one on the dash did not work when I bought the car 2 yrs ago, but now I want to use them both.

One is behind the little change/weed holder in front of driver's left knee. That little fold-down-hope-the-cops-don't-find-my-weed-in-it- compartment/useless other than for hiding weed, drawer? Pops out and if you then crane your neck and do so from your knees you'll see the dash lighter fuse. 3rd from the left on the top. Your welcome. Free Rocco Spaghetti

What else could cause the cigarette lighter and the 12plug not to work have checked the fuse and it isn't blown
