Key replacement

I lost my keys and had a lock Smith come and make a key for the door and ignition, I paid him 100 dollars and the key he made me doesn't have a chip in it so it won't turn the ignition. He said I need to buy a new ignition and then he will come back and program the ignition for another 45. Dollars. Do I need to buy a new ignition?
