1999 Ford E350 won't crank

Question type: Maintenance & Repair

It's a new starter, relay, and I have 12.4 VDC at the battery.
I'm currently at a loss of what else it could be.

The lights in the cab wont come on at all as well. It'll also start if I jump the starter relay.

This my sound stupid but its the truth. the alt needs something like 12.1 volts supplied to it to put out a charge. so when you jump start it you are giving it that 12.1?> to sing a charge to the bat, if you pull the cables of and the bat is under that 12.1?> then it stops charging the bat.
