1998 ford E250 5.4L wont start new starter, new battery, good connections,good oil

runs great, new starter, new battery(650cca) good elec. connections,good oil,
but i can manually turn crank then it will start multiple times and days...............

Turning the crankshaft by hand is rotating the motor and moving the ring gear to a different spot for the starter to engage. It sounds like you have a bad ring gear on the flywheel.
