Do I need to replace
the whole brake line
or just the part
where it is leaking
it's leaking from
middle of the car
towards the back

Can I replace half the brake line that's leaking or do I have to replace the whole brake line on a 96 Mercury Cougar

With the proper tools you can just replace the section that is needed.

You could use a flair tool or use compression fittings. This web page is for VW's but the information will help you with your car --- http://volksweb.relitech.com/brakeln.htm

I would use a compression fitting with the metal beads that don't require O rings. Anything wrong with that?
