2001 mercury cougar 2.5 can a rev limiter cause this? spits and sputters

in park you can rev it up to the rev limiter. go to drive it and it gos about 25
to 35 mph at 1500 rpm spitting and sputtering,there are no error codes. i
have changed the plugs,wires,fuel filter,pcv,air filter,egr and took of the
exhaust pipes and the cats are not clogged up anyone at all can you
help?????
