1999 millenia wiper will not work can hear motor running

Might be a simply fix. Check the Allen or set screw located at the connection point between the wiper's arm and Motor pin. If this area look connected or needs a simple adjustment, You should be fine. But if the area (2 connection are secure and stable).. there there could be linkage damage beneath the lower cowl area. (Molded Plastic cover, Just below the wind shield) and this would have to be removed to allow one to inspect the linkage components.

True, But, you say that you "hear the motor running" I'm assuming you're referring to is the wiper motor.. correct me if I'm wrong.

Np.. I would still check to see if there is a Allen screw/set screw/ or clip/pin which holds the wiper arm onto the motor pin. The arm should be socketed onto the motor pin. If this connection is stable.. then you might have to dig deeper by removing the plastic cowl cover and inspecting the wiper linkage/hardware.
