timing appears off

Had to replace head on 2.4L. Had head shop do the work. I got it all back together, all 4 timing marks lined up. It sounds and feels out of time. To set the cam sprockets on time to valve cover I had to turn the intake side 1 sprocket counterclockwise, and the exhaust sprocket 1 clockwise and have someone hold them in position to finish putting the belt on. It starts, but sputters with the A/C load on it. I am at a loss. Anyone know anything about this, I need the help. Thank you.
