Why won’t my car start?

My car has been having issues turning on it says
key battery low which I know I need to change
that’s been on for about a week. Then last night I
went to start the car and break engine system
flashed on and all the lights but the car won’t start. I
can roll windows up and down put the car in gear
no radio. Could it be the starter or a battery issue!!!!
