Jeep won't turn over sometimes. When it does, it occasionally make a grinding/scrapping noise. Any ideas on the root of the problem?

The starter is brand new, although a did tap
it a bit and it seems to have stopped the
issue (for now).

Grinding could be the starter gear not meshing with the flywheel gear. If the flywheel gear is damaged the transmission will have to be removed and the flywheel repaired or replaced. If your new starter is the problem then replace it immediately as fly wheel damage is really expensive to fix.
