why wont brake lights work on 94 chevy silverado

94 chevy silverado brake lights work when key is off and dont work when key is on. When hazards on relay under hood on cab firewall buzzes on and off and stops when brake pedal depressed, windshield wipers don't work either, or at least when I want them to. I could have the switch on and as I'm driving they will come on intermittently.

I think the directional switch is broke and shorting things out , brake lights/hazards run through he directional switch as they share a bulb , your experience may differ
