To much compression?

My brother has a 1998 Chevy 1500 with the 5.7L
v8, the motor only turns over vary slowly (even
shattered a starter gear), but when the spark plugs
are removed it turns over just fine, put the plugs
back in and again will barely turn over and strains
the starter? What could it be ?
