can a bad pcv valve make the car run rough

04 tribute is run rough at start up and sounds like a fan blade ticking coming from under intake manifold

That's the weird thing no engine check light has come on you would think their would be

Check engine lights and the OBD system are geared towards emissions related problems, and not for all engine/trans problems. There are a host of mechanical problems that will never show up as a DTC. I'd get it to a mechanic and see what is ticking. As to your question, yes a bad PCV or elbow can cause rough running/idle.
