OBD2 Scanner won't connect, fuel pump does not work?!?

My 02 passport died and wouldn't start... went
through everything and had no fuel pressure,
figured fuel pump... so replaced pump, still
nothing... hooked my scanner to it and it would no
longer read anything... gives me a connection
error: cannot connect... PCU has been replaced on
it before I go it. Motor replaced shortly after I got it.
Kinda stumped

Scanner worked before it died.
No power at all.. I'm thinking maybe there is a relay, or something I missed... I have used the scanner several times on it before this problem...
Connect to known working ECU, to make sure it is not that ECU. Then check all the fuses, begin with the under hood fuses, then the under dash fuses. Use a tester to check for live at the fuel pump when the key is set to on. Check for other non working electrical items in the car.
That is no power at the pump, bit the motor turns over fine...
I use this professional OBDII scanner to read the live data and see if there are any fault codes. I have tried it while driving the vehicle and I got more accurate data about the engine performance and other systems .It is very useful.
