Try something simple first like cleaning the A.C condenser coil with garden maybe clogged with dirt and bugs causing little to almost no air flow across the coils.
Same problem with 2015 EX-L! Florida hot also. Warranty replaced blower motor less than 1 year ago. Problem is recurring this summer. Dealer trying to find a replacement blower motor now. Symptom: When temp in 90's, blower motor slows near 0-15 rpms, then up to maybe 100 rpm, then back down, up, down, up, down, etc. Never reaches full speed, so never cools car at all. Same whether in "auto temp" mode or manual fan mode.

Did you ever get this diagnosed/fixed? My 2015 civic with under 50k miles was doing the same thing and dealer said I need a new compressor. Just did that and it’s still doing the same problem you describe above.
