2003 Ford Ranger 6-cyl. automatic will not rev past 3,000 when in park or neutral but revs normally in drive. Is this normal?

It may be set in the rev limiter to only go that high. Can you get more rpm's driving it?

Yes it is normal, it has a rev limiter in park and neutral.
