When lights are off, turn signals "blink" like hazard lights are on. When lights are on all works well?

1986 Ford F150.  When the headlights are on, the right and left blinkers work fine.  When
the lights are off, like during the day, when I use the right or left blinker, they blink
simultaneously like the hazard lights are on.  Could this be a problem with the switch in
the steering column?  All the lights work, are getting power, etc.

Could be a problem with the hazard flasher on top of the column. I do not believe the headlights should flash in hazard mode, do they?
