I have an 86 lincoln t.c ime getting plenty of gas but have to prime the intake with starter fluid will start if weather is warm but idles rough and idle wont hold if weather is cold good luck to me

and relay i am getting 40 psi at
rail shreader valve( please help)

Will it stay running if you press the gas a little? If so possibly idle air control valve dirty/faulty or dirty throttle plate.
