What causes my1997 dodge stratus horn to beep continuously.

The horn on my 1997 dodge stratus won't stop beeping.  Can you offer possible cause?

Could be the factory alarm acting up. If you do have a factory alarm try placing your key in the trunk or passenger door and turning to unlock. If horn stops blowing then the driver door alarm switch is bad.

Or the horn relay is acting up.

My stratus does not have a factory alarm system. The beeping got progressively worse. I have had to remove the fuse.

Ok then I would think relay or shorted wire in the steering column possibly.
