2013 Ford Interceptor Sedan 3.5 awd wront start

Keeping in mind that this is a police interceptor,
and there are no program keys. I went out to crank
up the car this morning, temperature out side in the
60's. I attempted to start the car and I notice that
the ignition switch when turn over to the start
position the car was cranking; however, the when
the key return to the on the starter was still in
engaged, until i turn the ignition completely off.

Leading up to this there has been no issues. There
has been previous lights or warning. When starting
the engine light turns off to show that the crank
sensor is working.

I work my way down the list fuel, and spark. I
observed the fuel pump priming the motor. I used
starting fluid to determine the vehicle getting no
spark.

This leads me to believe he vehicle is in safe
mode. Probably do to the starter no disengaging. I
have a buddy come over with a reader to see if we
can pull a code.

Now this car is part of the recall for the fuel pump
module. But i do not believe this the problem.

Has any had this issue.

most likely needs the fuel pump driver module located behind the rear seat back on the right
