05 dodge neon havin trans problem

The speedometer started fluctuating, so i
went to get it diagnosed & it threw two
codes: p0700 (transaxle malfunction) &
p0720 (output speed sensor). I replaced the
sensor & it was fine for a few hours. Now
the speedometer is still fluctuating & it
won't shift out of 1st. I was driving at 30-
35mph & it was revving @ 4500-5000 rpms.
It wouldn't shift out of that gear. The sensor
is new. So do I need to replace the TCM
entirely?  Or a new tranny?  Or a shift
solenoid?  But if that was it, wouldn't it
throw a code for that as well?
