i have a 2008 dodge 1500 with 20" rims on it was wondering if i could put 17" rims on it

You can, at a lot of expense, and unless you get a very very tall profile, sidewall tire your gear ratios will be lowered substantially and your engine will have to run faster to maintain same speed as with the 20". Lower top end speed and better aceleration
