Starting car

I bought my Kia Spectra through a lien company.
My car won't start unless I unhook  clamp from
battery. I was told by Kia dealership that I need to
remove alarm system from  the car for the car  to
start without me having to do this. Is this true? I
need to have car smogged but it won't pass unless
I take care of this problem, please help me.

Yes the alarm will need to be removed, good luck !
