Question regarding advertised towing capacity

Regarding towing.  Considering a 2009 Suburban.  Towing capacity listed at 8000 pounds.  vehicle weighs approx. 6000 pounds.  GCWR (gross combined weight rating) is listed at 11000 pounds.  How can they advertise towing capacity at 8000 pounds when that would exceed GCWR by 3000 pounds?  What am I missing?

You may not be missing anything. Dealers seldom get all the details correct.
