My fuses keep blowing Immediately and I don't know why

I have a 2008 ford explorer with a 4.0 V6 engine. I have
replaced the horn fuse in the passenger compartment fuse
box 6 times today. Each time I put a new one in it
immediately blows out. I took it to an inspector earlier
today and they attempted to fix it but it blew out again.

Disconnect your horn and try it again. If the fuse does not blow, replace your horn (after examining the horn wiring for a dead short).

I agree with the first post, good info. Note the diagram. The horn relay is integrated into the smart junction block, you can't remove it. If problem is in that area, it might be possible to use external relay and bypass the horn relay in smart junction box. The only drawback I see, if any of your warning system use the horn, you won't have that, but, mechanically speaking, the horn should work. another thought about the fuse, you can remove the fuse, use a test light between the two fuse terminals, if the light comes on, it's going to ground. You don't need to blow all your fuses. good luck
