headlight, wiper, turn signal issues

when ignition is turned on the headlight comes on and stays on when car is started
wipers won't work and turn signals won't work fuses are ok. Disconnected fuses and
replaced them, disconnected the wiper and headlight wiring at the stalk reconnected
after a few minutes and still the same. Hazard warning lights are ok. I live in Scotland
Which is Always raining an I am unable to use the car.

If fuses are good, try replacing your relays. There are wiper relays, turn signal relays, and head light relays. If you can't find them just google 2008 sebring relay diagram. The reason your headlights come on when the car is started is because you have what they call "daylight running lights". They stay on all the time when the car is running. If you have no high or low beams, you either have a bad bulb or a bad relay. If you change out your wiper relay and still have no wipers, I would then put 12 volts to the power wire of the motor. That way you will know if the motor is good or bad. If the wiper motor works by jumping it with 12 volts, then that would indicate a bad switch.
I have the same problem on a 2012
Same problem on 2008 and it does seem to happen when it rains. I notice i cant use my wipers. I lift my hood and take out a fuse put it back and do them all. Just the little fuses not the big ones. I dont know if it resets them. Something with the TIPM???? ~kentucky girl~
