2006 VW Beetle - drove to work just fine, sat in the parking lot, and went to drive home and everything was locked up. Ignition, steering wheel, tires. Wouldn't budge. What could be wroing?

something drained the battery dead while you weren't lookin'...get a charger on there or buy a brand new battery if yours is older than five (note date on the knock-off labels on the top of the battery) wait too long and you'll start cooking the alternator....just find the source of the drain...glovebox light or maplight or cosmitic makeup mirror left on....sumptin~
Everything was frozen/locked up.

At first it wouldn't lock into place, the seat would just move. Now it's locked, and it won't move at all.
