rpm stops at 3000

With transmission in idle or park, I cannot get the engine to run faster than 3000 rpm

That's EXACTLY what it's supposed to do. Your engine is fine.

2004 sport Trac with a 4.0 I changed valve cover gasket and water pump changed egr valve because I broke it in process now truck runs rough and won't go over 300 rpm. I plugged everything in I think what else could I have done
