Why does my thermometer stay very low?

The thermometer peaks at about a quarter.  Shortly after this, my gas mileage plummeted.  What's going
on?

Sounds like you have a thermostat that is stuck open. The engines sensors and computer are calibrated to give best efficiency at normal operating temp. With the car running and warmed up as much as it will check the temp of the top radiator hose it should be very hot to the touch 185-195 degrees. If the thermostat is stuck open the hose will be warm but not hot.
