how do I respond to an online offer?

I got an online offer, but don't know how to answer

Did they send you a message? I believe you will need to setup payment through another resource like escrow.com or paypal.com

If they didn't actually look at the vehicle in person I would be VERY suspicious of this offer. Paypal would NOT be a good resource in this case.
