1996 Oldsmobile 98 parking brake stuck

Will not release. Can not move vehicle!
Released cable beneath car on passanger side...no help
How do I do further adjustment to release?

The rear drum needs to come off to see what is holding it up. The e-brake cable where it is attached inside the drum still could be frozen up.

You may have to go in and back off the start adjuster to get the shoes backed off from the drum. Hopefully the start adjuster is not frozen up also. Then is just a pain to get the drum off.
