my 1990 Caprice wont turn over when it`s cold.it acts like the motor is locked up.but if trun the key on and off a few times to kind of bump the stater over it will the spin over and fire up .

You're describing a weak or failing starter motor, but first check the battery for 12.6 volts next have it load tested... Check all terminals and connections, clean, tight, along with the ground straps.
