Truck is burning fuel rich and doesn't always let code reader work.

My truck is burning fuel very rich. My tps is working
because my scan tool live data showed me the
percentage of the throttle. It took multiple tries to
get live data and vin to show on my scan tool. I had
to turn the truck on and off multiple times for the
truck to allow the scan tool to use features. I have
the 4.3 V6. Vortec 4300

Exhaust is black smoke? Fuel pressure regulator, stuck injector drivers, ECT reading cold, ECM lost grounds, ECM getting ready to fail.

The most common cause for an engine running rich, especially in a twenty year old vehicle, is a faulty O2 sensor. And that could lead to catalytic converter destruction. Have those checked.
