1997 park has voltage on both sides of clutch plug any ideas

Replaced compressor dryer orifice tube vacuumed down for 30 minutes let sit
for an hour charged it with 2 lbs freon per tag on car and the compressor
clutch did not engage.  Checked the clutch plug it has 13.8 volts on the green
side and the black side

Check the low refrigerant sw that on the suction side ,,, that won;t allow the clutch to engage

Three wire switch all values correct when controls set to cool fans come on everything happens except clutch engage and it doesn't explain why I have voltage on both sides of clutch plug

Still want to know what would cause both sides of clutch plug to be hot with key on or off. Hot all the time . both sides

.. it's because most computer outputs are TTL Logic and the computer output is not + but a -

Problem solved when engine changed the ground wire to the AC clutch was left hanging. Then we put starter on car saw hanging wire and attached it to terminal with battery cable and began the road to disappointment. I took this wire of starter and grounded it appropriately and I got cold air no abs light all is well.
