No, I do not think so, they did not on the 2 we owned over the years although ours was not the 99 model.

Many newer sedan have the same problem. Imagine the window going down....on the back of the door, there is a radii where the door goes around the wheel opening, this (inside) the door restricts the amount the window can go down.
