battery hooked up wrong now will not strat

took it to mech  said eu was the problem bought a refurbished one that does
not have to be programed he put it in had Collison code on it  still will not start
any help

Does it have an automatic fuel shutoff in case of an accident? If so might need to turn fuel back on
