Why do the front brakes on my 96 lumina still partially or entirely lock up?

the front brakes on my 96 lumina still partially or entirely lock up, even though all the front brake parts have been replaced recently.

most likely are two things, the brake calipers are bad, or the caliper bolts,are dry and dirty,make sure you take them out and lub them with grease. doing this will allow the caliper to move free.
