98 cavalier TDC sensor?

The check engine light is on and the code reader says 'can't read top dead
center'.  What does that mean?  I just changed plugs/wires, then check engine
light starts coming on, idles rough and vibrates.  Surges with acceleration and
feels like its losing compression at times Then will suddenly take off and be
great, just a little bit though.

Take a look at what you did to replace the plugs and wires. You may have knocked something loose or miswired the plugs and/or wires so they are not connected in the correct firing order.
