Fast idle after running

When first started hot or cold, the idle speed is OK.  After driving even a short time the idle speed is high -- 1900 to 2200RPM in neutral.  Shutting the engine down for about a minute then restarting the idle speed is then OK.  The check engine light has not been turned on by the condition.

Sounds like a throttle position sensor or idle air control valve. The sensor would reset on restart. It may not be electronic in issue -- the sensor may be "Sticking" like I saw once on my '87 Mercury.
