installing head / timing on 1.5L 1986 civic

The head is off on my 1986 Honda civic CRX 1.5L. Cylinder 1 is TDC. The cam
when put TDC either the intake valve on number 1 is open or the exhaust valve
is open. Soo which should be TDC on the cam? The exhaust port starting to
open? or The Intake starting to open?
