2000 cavalier wont shift out of park.The grommet is broke on shift cable but cant shift it by moving the lever on tranny it's self.

If this is a floor shifter, there is a locking solenoid that locks the shifter may be bad or more common is a wire would break off the solenoid.

I tried to manually shift it at the transmission but i wont shift out of park.

As Rowefast said,there is a shifter solenoid on the transmission that releases the shifter pin at shifter,it would have to be removed to shift even at the transmission.
