truck has flat pedal no power . turn key off for a second back on then power is back

2002 deisel . starts up and runs fine. . when going down road step on pedal it dogs out  . turn the key off then on and power returns . it will keep doing this untill it is completly warm. way worse in cold weather . fuel pump good . fuel filter good . fuel pressure good .HELP !!!

I had dodge intrepid . acted very similar.I dont remember if it was crank or camshaft sensor. Not a diesel but may be something to check if not already checked.
