is it CARB compliant to install a cat back system on a 2000 Dodge Ram 1500
with 5.9 L engine?   (Flowmaster system)

There should be no problem. Cats must be CARB approved but not mufflers. Don't remove any O2 sensors. Ask Flowmaster for details.
