My Dodge Ram run great at high speeds but will back fire and putter when driving normal

I have a 98 Dodge Ram 1500 with a
318 file injection it starts just fine and
will drive but putters and back fires
when drove normal. But run great when
I gas on it.  Faster the better. Could this
be the file pressure sensor??
